The Taxpayer Advocate Service (TAS) is an independent organization within the IRS that helps taxpayers resolve tax problems they haven't been able to fix through normal IRS channels. Each state has at least one Local Taxpayer Advocate who can provide personalized assistance with IRS issues including collection disputes, refund delays, and systemic problems.
